The UK government has finally published their much-anticipated Industrial Strategy for the UK on Monday 23rd June 2025. Our experts have taken the time to pore over the details and gather their thoughts, and now we’re ready to present them. There are 8 key sectors the government are targeting for growth through measures such as reduced business energy bills (a huge problem for UK business) and trade support arrangements. Whilst promising for businesses in those sectors, some businesses will be left out in the cold, still battling with high energy prices with no reprieve in sight.

Below we’ll look at what’s included, what’s missing, and what it all means for businesses like yours.

The Industrial Strategy names eight sectors – the IS-8 as they’re titled in the published strategy – as being the key sectors for growth for the UK, namely because they are already the fastest growing third of the economy, and the government wants to capitalise on that growth to enhance it with a series of key measures.

Those key sectors are:

A number of measures will be put in place to support businesses in these key sectors. One example is reduced energy bills for those in the relevant sectors, helping support businesses with the astronomical cost of powering their business – and this will be directly aimed at some of the biggest energy users in the UK. The government is also proposing increased trade support for those in certain sectors and skill training to ensure new talent is always available to further enhance the current growth of the sectors identified.

The Industrial Strategy is designed to offer targeted support to the sectors which are already proving themselves to be fast-growing and key to the future success of the UK’s economy. But what about the largest players now? What support is available for them?

If your business operates in another sector, then you probably don’t need us to point out that the Industrial Strategy offers you nothing. And for our team of analysts and business commentators, this is unexpected.

Why? Because some of the biggest sectors of the UK economy – retail, food and drink, agriculture (just to name a few) – have been left out of the Industrial Strategy. The very strategy so many business leaders were hoping would reveal a plan to help bring the cost of running their business down, freeing up funds to help them expand their products and services and ultimately grow further.

It seems that the Labour government are planning to release further measures and strategies, policies and plans at some point in the future – but that offers little comfort to SMEs who are feeling the pinch of high energy costs and little support; many of whom are forced to determine each month whether they can battle on for another month, or whether shutting up shop is the best course of action.

The UK government seem to be planning long term. By prioritising renewable energy, it’s clear that the government is hoping to reduce energy bills in the future by implementing the renewable technologies we need to power more homes and businesses with green energy rather than fossil fuels. Long term, this results in lower energy bills for all.

But for now, it seems, the UK government is hoping that businesses in some sectors of the economy can simply keep fighting on and figuring out a way to afford their astronomical energy bills month after month, until the benefits of renewable energy can be felt by all.

Times are hard right now for many businesses, but with more strategies and measures expected in the future, there is still hope.
